Stanley R. K. Ahorlu

Maritime lawyer and Consultant

President

Stanley R. K. Ahorlu is a Ghanaian maritime lawyer and an entrepreneur with over 25 years’ experience in shipping in West Africa.
He has successfully deployed his rich experience in commercial law practice, ship ownership and operations, chartering, and maritime project finance to create and retain value.
Mr. Ahorlu is the Chairman of Ahorlu Marine Holdings and is the founder and Chief Executive Officer of Prime Meridian Docks Ghana Limited, a company offering world-class ship repair in the port of Takoradi, Ghana. His other shipping interests include PMD Viking Ghana Limited, a joint venture with Noble Drilling, Amitlaw Shipbrokers Limited, a company that pioneered chartering of offshore support vessels to Tullow Oil Ghana Limited, and African Independent Feeder Limited, a company that offered short-sea connections to more than eight ports in West Africa using feeder vessels.
He obtained a BA (Hons) Classics from the University of Cape Coast in Ghana, a Juris Doctor (JD) from Pepperdine University School of Law in California, and an LL.M. (Maritime Law) from Southampton University in the United Kingdom.
Stanley is a director of PMD Assetco Limited, Planwell Insurance Brokers, PMD Motors, amongst others.

Jemilat Jawulaa Mahamah, MICS

Maritime Consultant

Vice President

Jemilat Mahamah is an accomplished maritime and logistics professional with extensive experience in international diplomacy, port operations, and shipping management. She currently serves as the Global Executive Secretary and Director for the Africa Region of the Women’s International Shipping and Trading Association (WISTA) and is the Executive Director of Northern Shea, a Ghanaian company adding value to shea butter for global markets.

Her distinguished career includes serving as Ghana’s Alternate Permanent Representative to the International Maritime Organization (IMO) in London, where she held influential roles such as President of the African Maritime Group and Vice President of both the INMARSAT Council and the Diplomatic Conference on Fishing Vessel Safety. She also served in leadership positions within the UN-AU Hybrid Mission in Darfur, as well as in corporate and human resource management roles at Meridien Port Services, Ghana Highway Authority, and Bilfinger Berger.

Jemilat is a Technical Adviser to WIMOWCA and a Chartered Member of the Institute of Chartered Shipbrokers, UK. She holds advanced degrees in Maritime Affairs and Personnel Management, alongside a strong foundation in education and public administration.

 

Dr Emmanuel Kofi Mbiah

Maritime Law Expert & Industry Leader

Dr. Emmanuel Kofi Mbiah is a seasoned maritime law consultant and legal practitioner with a diverse background. He holds a master’s degree in marine management from Dalhousie University, a Master of Laws from the IMO International Maritime Law Institute, and a PhD in Maritime Administration from World Maritime University.

Dr. Mbiah has held various positions at the Ghana Shippers Authority as the Chief Executive Officer, Chairman of the Legal Committee of the International Maritime Organization. He has also served as a visiting professor at the World Maritime University and Lund University in Sweden, the IMO International Maritime Law Institute in Malta, the University of Ghana, Legon, and as a resource person at international seminars.

He is also an IMO Maritime Legislation Consultant.

Gloria Nora Bamfowaa

Business Development Consultant

Executive Secretary

Gloria Nora Bamfowaa is the current Executive Secretary of the Ghana Chamber of Shipping. She conveys a dynamic background in business development, human resources, and maritime communication.

She previously served as an HR Business Partner at Africa Skills Hub and a Business Development Executive at the Commonwealth Enterprise and Investment Council. She is also the Founder of Maritime Digest Gh, a platform focused on elevating conversations in Ghana’s maritime sector.

Her career includes being a Sales Consultant at Giift and a Business Development Consultant at Valdus, which reflects her passion for driving strategic growth and engagement within the industry.

Ben Owusu Mensah, FCILT

Maritime transport management and operations specialist

Life Patron

With nearly 50 years of experience in maritime transport operations, port management, regulation, and institutional development, Mr. Ben Owusu-Mensah, FCILT’s legacy is both profound and inspiring.
He is currently the Managing Consultant of Benom Maritime Consultancy Ltd, a maritime transport consulting firm based in Accra, Ghana. Before this, he was the Director General of the Ghana Ports and Harbours Authority (2001-2009), having worked with the International Maritime Organization (IMO) as the Regional Coordinator for Technical Cooperation for West & Central Africa (1999-2001).
He began his maritime career in shipping, working with the State Shipping Corporation of Ghana (Black Star Line) for 14 years. He spent his last years in the Black Star Line as the Line’s Representative in Liverpool.
He is the co-founder and now Life Patron of the Chamber.

Captain Aaron Turkson

Seafarer, Master Mariner, former Rector (RMU)

Patron

Captain Turkson is a seafarer, Master Mariner, former Rector/Vice-Chancellor of Regional Maritime University (RMU), and honorary Doctor of Letters.

He led the transformation of the Regional Maritime Academy into a fully accredited university (RMU), advancing Ghana’s and the subregion’s maritime interests.

He is internationally experienced across the UK, Nigeria, Iran, and Ethiopia, and his lifelong dedication to maritime education and service makes him a true beacon.

Alexander Buabeng

Legal Practitioner and Maritime Law Expert

He is a legal practitioner and maritime law consultant with over two decades of experience in the legal and maritime sectors.
As a Solicitor of the Supreme Court of Ghana and an expert in maritime law, he has served in various advisory roles. With a strong background in international maritime law, policy development, and regulatory compliance, Mr. Buabeng continues to contribute meaningfully to Ghana’s maritime governance and legal framework.
Some of the laws he has contributed to drafting and revising include (but are not limited to): Ghana Shipping Bill 1999, Marine Pollution Bills for Sierra Leone, Ghana and Eritrea, Ghana Inland Waterways Regulations.
His dedication to legal excellence and strategic insight makes him a key figure in the advancement of Ghana’s shipping and port sectors.

HRT Ali

Seasoned Maritime Expert

Executive Council Member

With over 45 years of industry experience, HRT Ali brings unmatched depth and leadership to the Ghana Chamber of Shipping. His extensive career spans top positions with Maersk, CMA CGM, BOLLORE Logistics, DHL Global Forwarding, and as former CEO of Tema Shipyard, Africa’s largest shipyard.

A visionary in shipping operations and customs systems, HRT played a key role in the implementation of the ASYCUDA system, transforming Ghana’s import/export declarations. In 1993, he was instrumental in launching Maersk’s service to Takoradi, recording 22 ship calls by year-end.

He has served on numerous strategic boards, including the Ports Environment Network Africa, the Ministry of Transport Advisory Committee, Tema Shipyard, Transglobal Logistics and the Ghana Chamber of Shipping.

Gordon Anim

Seasoned Maritime Consultant

Gordon Anim is a seasoned maritime consultant with more than forty years of experience in port and shipping administration.

Mr. Anim has held several leadership roles within the Ghana Ports and Harbours Authority (GPHA), including Director of Port for both Tema and Takoradi. His expertise has also contributed significantly to major national projects, such as the privatisation and concession of container terminals and port operations in Ghana.

He has served on the boards of key institutions including the Ghana Shippers’ Authority, Ghana Railway Company, and Ghana Dock Labour Company, and is a member of the Chartered Institute of Logistics and Transport (UK and Ghana). Gordon Anim continues to contribute to the maritime sector through consultancy, institutional development, and strategic advisory roles.
